I have an old AKA RELLE with an Prontor-SVS Shutter.
I thought it was broken, but after putting film in it.
i realize its working, the shutter acts funny, i think its just
because im not doing it right, if anyone is familier with this camera, please tell me how to use it. thank you,

Actuate the shutter a lot (dry fire) until the shutter "frees up". In the end you will want to have a camera repair shop clean and lubricate the shutter.

If you have the Schneider-Kreuznach Xenon 2 / 50 mm lens you are golden
